The guidelines from Mark Horton, director of the California Department of Public Health, to the state's 58 county clerks also contained copies of new marriage forms that include lines for "Party A" and "Party B" instead of bride and groom. Barring unexpected legal action, same-sex couples throughout California will be able to obtain marriage licenses from county clerks beginning June 17, state officials said Wednesday. In an e-mail message to the 58 county clerks, the Office of Vital Records offered guidance on amending existing marriage forms. Licenses will be changed to identify couples as Party A and Party B rather than bride and groom, a spokeswoman for the Public Health Department said. The spokeswoman, Suanne Buggy, said the change would set in motion procedures to comply with the 4-to-3 decision by the State Supreme Court on May 15 to overturn a ban on same-sex marriages.
