Ferguson Police Chief Thomas Jackson said in a recent interview that the police force is considering charging Michael Brown’s stepfather Louis Head with starting a riot.

After a grand jury decided not to indict Officer Darren Wilson in relation to Michael Brown’s death, Head shouted into an angry crowd to “burn this [expletive] down” multiple times prompting riots, looting and the burning of businesses and police cars.

Jackson did not confirm that Head would be charged for his comments but said that “there's a lot of discussion going on about that right now.”

At the same time, the NFL has refused to apologize for a “hands up, don’t shoot” demonstration by five St. Louis Rams players before Sunday's game.

NFL spokesman Brian McCarthy said he understood the concerns of police officers that called the gesture offensive but has not apologized or said that the players will be punished for their actions.

Rams head coach Jeff Fisher also said that the player would not be disciplined for their “choice to exercise their free speech.”

“I’m a head coach,” Fisher said. “I’m not a politician, an activist, or an expert on societal issues. So I’m going to answer questions about the game,” he said in a press conference Monday.
