Texas' New Pro-life Measure Would Require Abortion Clinics to be More Transparent

The Texas House of Representatives recently passed a measure that would require abortion facilities to report botched abortion procedures.

LifeNews.com reports that the House passed the measure by a vote of 97-46. A second procedural vote is required before the bill can move forward.

This is not the first pro-life bill passed by Texas lawmakers this month. Texas’ pro-life gov. Greg Abbott has even called for a special session to discuss pro-life legislation.

The recently passed bill, known as House Bill 13, would require that abortion facilities report:

  • Maternal death
  • Uterine perforation
  • Infection
  • A baby born alive after a failed abortion

The bill’s sponsor, Rep. Giovanni Capriglione (R-Southlake), said the purpose of the bill is to ensure that abortion facilities are being transparent and providing information to the public.

The bill’s aim, said Capriglione, “is to make…available data for research and…quite frankly, for women who want to know what the actual real complication rate is for these procedures. Everybody wants to make educated decisions.”  

Abortion clinics and advocates oppose the bill and claim that it is unnecessary because abortion facilities are safe. However, supporters of the bill and pro-life advocates say that there is not enough information on the safety of abortion clinic practices, and that is precisely why this bill is necessary.
