Trump to Address Congress for First Time Today

President Donald Trump will give an “address to a joint session” of Congress today, but technically it’s not a State of the Union address.

Traditionally, the first State of the Union address comes after a president has been in office for one year.

According to the Constitution, the president "shall from time to time give to the Congress information of the State of the Union, and recommend to their consideration such measures as he shall judge necessary and expedient."

Tuesday’s address is instead supposed to be for Trump to outline his goals for his term, but it’s essentially being called a sort-of State of the Union address.

He’s expected to discuss his plans for a larger defense budget while cutting spending at many federal agencies. The White House has said the theme of the speech is “Renewal of the American Spirit— an optimistic vision for All Americans.”

“I think I’ve done great things, but I don’t think I have — I and my people — I don’t think we’ve explained it well enough to the American public,” Trump said in an interview with “Fox and Friends” that aired Tuesday. “I think I get an A in terms of what I’ve actually done, but in terms of messaging, I’d give myself a C or a C-plus.”

Trump will speak at 9 p.m. ET. Steven L. Beshear, the former governor of Kentucky, will deliver the Democratic response.
