A much more radical idea is the "Holy Spirit" sensitive church that demonstrates the power of God through the word of God and the gifts of the Holy Spirit, by a church focussed of obeying the will of God.
Jesus said "if I be lifted up I will draw all men to me".
When the church relies on programs and making church "friendly" it becomes a work of man rather that the work of God.
