Constant Chanting . . .

A man is walking down the sidewalk and on his left there is a huge, solid wood fence, about eight feet high. On the other side of the fence he hears a group of people chanting, "Thirteen, thirteen, thirteen..."
Now, being a curious man, he begins to search for an explanation of the chanting. After searching the fence for a few minutes, he finds a small sign bearing the title "Insane Asylum". However, that does not explain the chanting and he continues his search.
Eventually, the man finds a small knot-hole in the fence. Looking around carefully, he decides to look inside. Right as he places his eye on the hole, however, a sharp stick is poked into his eye. Immediately, the chanting changes to "Fourteen, fourteen, fourteen..."
