Chaplain Black is clear that his main purpose of serving the capital is its one hundred Senators, but just as important as the one hundred US Senators is the seven-thousand-member staff, as well, that work within the capital walls. In a rare exchange with the media, Black is clear about his role as Chaplain, which is to serve the people that God has placed in front of him.
