Moses is speaking to the Israelites in Deuteronomy 4:15-31 and warning them about falling away from God and worshipping things other than God. This is life-impacting, critical information so Moses doesn't sugar coat anything. He very plainly and assertively lays out the destruction that will happen to them if they break their covenant with God. But Moses doesn't leave off there; he then goes on and talks to the people about turning back to God. "For the Lord your God is a merciful God; he will not leave you or destroy you or forget the covenant with your fathers that he swore to them" (vs. 31).
